A thought experiment challenging the idea that computers can have genuine understanding or consciousness.
Imagine a person in a room with a rulebook for manipulating Chinese symbols. They receive Chinese questions, follow rules to produce Chinese answers, appearing to understand Chinese. But they don't understand Chinese - they just follow rules. Similarly, computers might manipulate symbols without understanding.
