Overview
When an attempted solution to a problem makes it worse through perverse incentives.
British colonial India offered bounties for dead cobras to reduce their population. People began breeding cobras for bounty money. When the program ended, breeders released snakes, increasing the cobra population. The solution worsened the problem.
